  • Any active, retired, or contract employee of:
    • The State of Arizona or governmental units thereof, except employees of state colleges and universities.
    • Safeway Stores, Inc., and affiliated companies, in the Phoenix Division (now called Albertson’s following a merger.)
  • Any individual who is a member of the immediate family or household. (Immediate family includes spouse; natural or adopted children; foster or stepchildren; parents and parents-in-law; grandparents and grandchildren; brothers and sisters; stepbrothers, stepsisters and stepparents; brothers-in-law and sisters-in-law; and sons-in-law and daughters-in-law.)
